The Analyst, Payroll is responsible for the preparation and processing of payroll for salaried and hourly employees ensuring that the full payroll cycle is completed accurately, on time, and in accordance with applicable legislation, corporate policies and the collective agreement(s). This position also completes administrative activities relating to pension/benefit requirements, and monthly and year end reconciliations and reporting.

Responsibilities:

  • Ensures the timely and accurate preparation and processing of confidential payroll and associated activities and the administration of benefits by updating/maintaining payroll information in the payroll system
  • Provides direction to other payroll staff in relation to system set up, timesheet processing and corrections, General ledger postings, payroll reconciliations, integrity of payroll interfaces between JDE and ADP etc.
  • Reviews all payroll change forms and other documentation for completion, accuracy and appropriate approvals
  • Prepares documentation associated with the remittances for WSIB, Employer Health Tax, OMERS Pension, Mearie, various benefit providers etc.
  • Administers the employee pension program
  • Maintains current knowledge pertaining to benefits, the collective agreement, company policies and payroll legislation and applies changes/updates as required
  • Allocates and reconciles payments and deductions for each payroll submission into the appropriate cost centres in the general ledger
  • Analyzes and reconciles payroll G/L accounts to ensure that all accounts are balanced at month end and enters offsetting entries for allocations
  • Reconcile the deductions for optional life on a monthly basis
  • Calculate and record monthly payroll accruals.
  • Processes the annual merit and incentive program and any supporting reconciliations
  • Ensures legislated and corporate financial requirements are met by preparing month end and year end payroll reconciliations, and preparing annual T4, T4A, and T2200 forms
  • Inputs TD1 forms to employees as required, ensures completion and inputs into the payroll system
  • Assists with acceptance testing of payroll and related systems enhancements and upgrades
  • Responds to inquiries from employees regarding timesheet and payroll questions
  • Responds to government enquiries with regards to Record of Employment forms
  • Maintains confidential payroll files for employees
  • Documents and maintains payroll and benefits administration procedures and controls.
  • Assists other stakeholders in labour relations matters, OEB rate filings, surveys, and other reporting, as required
  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Administers mass changes as a result of collective bargaining and any policy changes
  • Performs other duties as assigned

Education & Specialized Knowledge:

  • College diploma or university degree in Accounting, Business Administration, Finance or a related discipline
  • Canadian Payroll Association designation is preferred, or working towards completion
  • Technical knowledge and competence in a payroll system is a strong asset
  • Solid understanding of pensions and related submission requirements
  • Extensive knowledge of relevant payroll and benefits legislation including Canada Revenue Agency requirements, laws, regulations and guidelines as well as Employment Standards legislation
  • Proficiency in interpreting policies, procedures, benefits and pension guidelines
  • General knowledge of accounting as related to payroll, benefits and pension administration
  • Proficiency with MS Office applications including a high level of competence in Excel

Experience:

  • Minimum 3 years’ experience in a payroll and benefits administration role
  • Experience dealing with confidential and sensitive information
  • Experience in a unionized utility environment an asset

  • High degree of tact, diplomacy and discretion in dealing with confidential, sensitive information
  • Ability to follow established processes with a high level of attention to detail and accuracy, while ensuring all deadlines are met
  • Service-orientation and high degree of client focus with the ability to ensure cooperation from others while maintaining professional and respectful relationships at various levels of the organization
  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
  • Must hold and maintain a valid class “G” driver’s license
